The public file is in three looseleaf binders, available at the
station. Sections of the public file, with numbers corresponding to
the sections in the looseleaf file at the WFCR station, are listed
here:
1 authorizations (broadcast license, etc.)
2 applications (for authority to construct or make changes in an fm
translator
or fm booster station)
3 contour maps (available on WFCR website)
4 ownership report (lists of "owners" (for WBPR WFCR WFPB WFPBFM
WMUA WNEF WMUFM WUML WUMBFM) mostly appointed by the governor,
though there are 4 students representing 4 UMass campuses; the
students have zero percent ownership, the ones appointed by the
governor have equal ownership adding to 100 percent
5 political file telling of requests and denials (all on technical
grounds) to do political spots, for e.g. Pat Buchanan
6 EEO filings proving that the station conforms with EEO standards
7 manual: The Public and Broadcasting, June 1999, same version we
have on our website
8 issues/programs list; done quarterly, shows the categories (e.g.
environment, civil rights, food, etc) of "issues" and the program
segments done about them, mostly in little spots in the "local news"
sections
9 donor list (of supporters of specific programs, that is,
underwriters.) There seems to be a recent change whereby in the
recent list, underwriters are associated with particular programs,
e.g. Paradise Copies underwrites Valley Folk.
Sections mentioned in The Public and Broadcasting, but not present
in the WFCR public file:
A citizen agreements - none, so the station has not made any
agreements with local viewers or listeners! Here is where OUR
agreement should ultimately appear, we hope!
B list of contracts required to be filed with the FCC - none so
presumably there were no such contracts
C letters and email from the public - unfortunately not required of
noncommercial stations)
D local public notice announcements
