WFCR operates with the advice and support of Amherst, Hampshire, Mount Holyoke , and Smith Colleges , and the community. It exists to provide an educational and cultural service to the public…

 

The five colleges strive to provide a cultural environment attractive to faculty, students, and the broader public, and thus are especially interested in the cultural, education, and public service value of the station’s services. The public has an interest in the station through its membership contributions and its programming preferences.

 

As licensee, the University has final authority over managerial and fiscal controls with respect to the operations of WFCR……the license for WFCR properly resides with the Board of Trustees of the University of Massachusetts. A separately incorporated non-profit, the “Friends of WFCR, Inc.,” is responsible for assisting the station in fund raising activities.

 

The WFCR Advisory Committee is comprised of three community members and five members from the Five Colleges—one from each College. Each Director [ed: presumably, of those colleges] will assume responsibility for appointing a representative in consultation with the station’s General Manager. The General Manager will recommend community members to the University’s Chancellor for final approval. In addition, the Committee will include the Five College Coordinator or designee (on behalf of the Five College Directors), and the UMass Vice-Provost for Outreach or designee (on behalf of the license holder).

 

The Committee has four regularly scheduled meetings annually which are open to the public…

 

The WFCR Advisory Committee may advise on all matters concerning the station including but not limited to: the strategic plan for the station (including mission), the annual budget, overall goals of relations activities, proposed programming changes before they are implemented (but does not determine format or content).

 

 it is expected that the General Manager will see, respect, and seriously consider the advice of the WFCR Advisory Committee.
